In addition to the local planning groups, if you live in a subdivision, there may be covenants, conditions or restrictions that limit your ability to build a garden shed. You should have received a copy of these restrictions in a packet when you purchased your property.
Another option is to make a feature of the shed. Effectively do the opposite of the hiding options described above. Paint the shed with some bright colours. Attach random items to the external walls to make them a feature of the yard.
Of course, if you are going to work inside the barn it is a good idea to take the animals out. This is especially true if there is going to be allot of movement or loud noises. That said the first thing to do is just stand there and take a look around. Are there cobwebs and spiders in the rafters and framing? Is dust built up on surfaces? Usually it is a good idea to start with a good sweeping and dusting. Hose and scrub walls if you can. Look at the floors, hose them down and brush them out. Look for repairs that need to be made.
